As Workforce Pell and proposed federal earnings tests sharpen scrutiny of community college programs, earnings data alone can't distinguish outdated programs from those training essential workers the labor market undervalues. This brief applies EES's Community College Credential Dual-Value Framework to program-level data from California's community college health programs, showing which credentials already deliver strong individual and community value — and which need strategic state support, such as credential stacking and wage supports, to build pathways to living wages.
